Ayodhya Kaanda - Sarga 15
In this Sarga, Sumantra leaves Daṡaratha’s palace to go to Rāma’s palace. On the way, he sees all the arrangements made for Rāma’s coronation, such as pots with water from all the rivers, white umbrella, eight virgins and so on.
He also sees crowds and dignitaries waiting for the ceremony. He hears them wonder why Daṡaratha is not seen. Sumantra goes back to Daṡaratha’s palace to tell him that everyone is waiting for him. Daṡaratha tells him to first go and bring Rāma.
Sumantra, cutting through the crowds that assembled everywhere, reaches Rāma’s palace that is majestic, imposing and impenetrable.

The charioteer, en route, saw the royal highway
decorated with pennants and banners,
and felt happy and delighted. As has been noted previously, Vālmeeki is very visual. He describes the scene as if he is seeing it through the lens of a camera, while recording all the sounds around as well, live.
Imagine seeing the grand and awe-inspiring arrangements of India’s Independence day celebrations through the eyes of the chauffeur who will be brining the Prime Minister of India from the Prime Minister’s office to the Red Fort, for hoisting the flag!
Imagine seeing all the crowds and dignitaries! Imagine soaking yourself in the environment filled with emotion and excitement!
That will give you a sense of what Sumantra is seeing en route! Add your imagination to visualize the splendor, gaiety, excitement and anticipation of the scene.

captivating the eyes and the minds of beholders
by its dazzling brilliance like that of the sun and the moon;
